CMO Blocks Revenue Minister’s Land Plan
In a significant setback for revenue minister Ponguleti Srinivas Reddy, an initiative aimed at allowing land registrations in the contentious Paigah properties has encountered substantial resistance from the Chief Minister's Office (CMO). This proposal, which seeks to facilitate conditional registrations on approximately 1,500 acres of disputed land, primarily in the Greater Hyderabad region, has become embroiled in a protracted legal quagmire that has persisted for nearly sixty years. Central to the contention are civic suits CS 14 and CS 7 from 1958, which have seen numerous residential developments flourish despite ongoing litigation between the state and private claimants.
Minister Reddy's recent announcement suggested a pathway to legitimize property transactions on these lands through a framework that would explicitly state that such registrations would hinge on the outcomes of existing Supreme Court and High Court cases. However, despite this proposal, the revenue principal secretary, DS Lokesh Kumar, has yet to provide formal guidance to district collectors or the registration department, effectively stalling any bureaucratic progress. As reports indicate, some collectors have sought clarity on whether registrations could indeed be processed, leading to the revenue department's assertion that no definitive directive has been issued, and each case must be evaluated on its own merits.
The CMO's apprehensions about this initiative stem from the perception that permitting registrations could signal a capitulation by the government in the long-standing legal disputes surrounding these properties. A senior official within the revenue department emphasized that prior approvals for construction—including high-rise buildings—were granted in conjunction with court orders, complicating the rationale for halting further registrations. Notably, properties like the Mahindra Ashvita Cooperative Housing Society have been caught in this regulatory limbo; residents assert that their long-standing occupancy and payment of property taxes have not translated into secure ownership due to the ongoing restrictions associated with the 22-A property list.
In Hafeezpet alone, an estimated 700 acres of Paigah land remain embroiled in disputes, with substantial residential developments established under dubious legal circumstances. The Supreme Court has previously ruled in favor of private parties, yet many properties still languish under prohibitive classifications. As tensions mount, the plight of residents trapped in these zones illustrates the broader implications of the ongoing conflict between state interests and private ownership rights, underscoring the urgent need for resolution in a matter that has significant ramifications for urban planning and property rights in the region.
