TS HC Takes Action Against HYDRAA

In a striking display of judicial authority, the Telangana High Court has issued contempt notices to A V Ranganath, the Commissioner of the Hyderabad Road Development Authority (HYDRAA), following allegations of non-compliance with a previous court order. The court's directive, issued on April 13, mandated the removal of signage from a 500-square yard plot in Suraram within a strict 48-hour window. However, a contempt petition filed by the affected party highlighted that these signage boards remained stubbornly in place, prompting further legal scrutiny.

During the proceedings, Justice NV Shravan Kumar reviewed photographic evidence presented by the petitioner, capturing the continued presence of the contentious public notice as of April 27. With clear indication that HYDRAA had failed to act in accordance with the court's instruction, Justice Kumar expressed his concern, stating that the agency appeared to be undermining the authority of the court. He remarked on May 6, “HYDRAA commissioner is continuously violating the court orders and in view of the same, issue contempt notice,” and subsequently scheduled the matter for further examination alongside the main petition on June 9.

This legal confrontation has roots in a broader context of land disputes and governance challenges in the state. The judge previously probed the intentions of HYDRAA, questioning whether it perceived itself as “above the courts” or if it was operating akin to a parallel government by taking unilateral control of land parcels currently under judicial review. Such inquiries underscore the tension between government agencies and judicial oversight, raising critical questions about accountability and adherence to legal mandates.

The petitioner’s counsel, Vidya Sagar Rao, has expressed frustration over the agency's reluctance to comply with the court's directives. Rao highlighted that despite a representation and a contempt notice issued to HYDRAA on April 23, there had been no responsive action. This persistent defiance raises alarms about the integrity of adherence to judicial decisions, reflecting broader implications for governance and legal authority within the region. The ongoing developments not only spotlight the agency’s conduct but also emphasize the judiciary's role in ensuring compliance with the rule of law in Telangana.
